NOHoPE
The Norman Osborn Hospital of Psychiatric Evaluation, colloquially known as NOHoPE, is exactly what it sounds like: a psychiatric hospital primarily designed to house imPorts, specifically those arrested on criminal charges.
So you found yourself in NOHoPE: a sizable three-story building that finds itself just outside the limits of the City. Due to being imPort-run at its onset, the hospital underwent a probationary period of monitoring by the state as it was initially deemed a potential experiment. It has long since been taken off its probation and now functions regularly, even serving to house non-imPort patients and employ non-imPort staff. Practices are above board and there is no ill-repute surrounding the hospital's methods, outside of the rumors and skepticism regarding its founders.
The founders of NOHoPE were Norman Osborn and Dr. Angelica Einstürzen, but neither holds authoritative say on the hospital currently. The acting President of the hospital is, currently, a non-imPort of good repute in the City's psychiatric community.
As mentioned, the building is three stories, residing on a large expanse of land with generous windows and green gardens surrounding. The interior is immaculate and clean and overwhelmingly white. The main floor holds the treatment rooms, a clinic, the recreation room, the cafeteria, and the visitor center where patients are led when they have visitors, which has provided chairs and separates the patients from their visitors by glass. The upper floors house the patients's rooms, which are modestly furnished; their amenities include a bed and a chair, and they are let out and led upon request if they need to use the bathroom. Each room has one wall of thick, bulletproof glass and the doors require security badges and a staff ID code to be opened. Security at NOHoPE is quite advanced, making escape or forced entry incredibly difficult to anyone but the most skilled and most lucky of people. On the bottom floor is the gym, treatment rooms for more severe cases -- surgery, ECT, etc. -- medical stores, and isolation rooms. There are a few barred rooms that no one seems to have entry access to, but there is likely nothing inside.
Upon admission to NOHoPE, as it is a hospital designed with imPort patients in mind, all patients have their abilities nullified while in its walls. This is achieved partially through medication, partially through technology that runs through the building. Similarly, visitors with offensive abilities will find their powers nullified while inside NOHoPE, as the technology in the building focuses on offensive abilities while the medications are tailored more toward the defensive/passive powers.

The Hammers
The Hammers are a group of City-based skinheads who have recently swelled their ranks, recruiting from the remains of groups left directionless by the Major's death in July 2012. They stand out from other neo-nazi groups through their use of a pair of crossed hammers as an insignia, instead of a swastika, and their pro-imPort stance. If power means survival, they feel, then imPorts -- at least, the ones who are useful -- shouldn't be dismissed as useful in reaching their goals. What goals? All the usual racist/homophobic ickiness, and the deconstruction or weakening of the current 'weak' and 'corrupt' government system, so that something 'stronger' (read: fascist) can be put in its place. Pleasant stuff.
They engage in vandalism, hate crimes, drug dealing, and theft, and are very willing to lend their numbers to any nefarious villain who pays well, or lets them be seen. You need minions or goons? Here they be.

Introduction to the Police
History
As we all know, the reason the 'Porter brings people to the City is to replace the police department. Since the the game's opening, it has been painstakingly rebuilt through a lot of hard work by both Imports and natives. Despite their best efforts, the loss of tens of thousands of people wasn't and isn’t something an organization completely rebounds from in just a few years. Imports come and go, some go bad, some of the bad go good and there will always be openings for new recruits.
Current Strength
The City Police Department remains understaffed and suffers from a serious experience deficit, as most of the new generation of police officers don’t have the experience of the missing veterans to draw upon. In real life, the NYPD has a strength of about forty one thousand officers, counting auxiliaries. Between new trainees, transfers from other departments, and old cops coming out of retirement, the new City Police Department has been brought back up to about 85%, or thirty-three thousand officers.
It is important to note that this does not translate into the new force being 85% as effective as its predecessor. The courage and integrity of the new officers cannot be faulted; these are people who voluntarily joined an organization that was recently wiped out, and which has to take on supervillains and reality-warping events. However, problems with organization, equipment shortages and lack of experience combined with the frequently unprecedented challenges involved with policing a City of superhumans means that there is often only so much native officers can accomplish. This is where the Imports come in.
Import Involvement
There is always a niche to be filled by superheroes and other Import crimefighters in keeping the City safe. Imports still play a leadership role in the force, especially when responding to extraordinary crises or pursuing Import suspects. In fact, it was only in 2011 when a native officer took charge of the City’s police, current NPC Commissioner Roberta Hernandez.
By now the police force is used to the role superheroes play in the City, and it's standard policy to cooperate with them to a point. Superhero activity isn't prosecuted as long as their methods aren't too extreme, and suspects apprehended by heroes can be successfully tried and convicted. There is an NPC police unit dedicated to handling suspects detained by superheroes and following up on their cases to make sure the evidence can stand up in court- when an unconscious mugger is dropped off, they track down the victim to secure their testimony for the trial, for instance. The activities of this unit can be handwaved or assumed however necessary.

When it comes to playing with NPC officers, they can generally be controlled like any other NPC, although there should be communication with copcast when something happens that would be of notice to their characters or affect the force at large, such as officers dying or being corrupt.
Getting Arrested
If a character is arrested by the police, they generally end up in the ‘Superjail’ facility for Import criminals, previously run by the Red Queen. Depending on their actual or proven mental state, they could also end up in the Norman Osborn Hospital for Psychiatric Evaluation (NOHoPE). NOHoPE is it's own institution run independent of the C&C Police Cast, but the Superjail is run as a subsidiary of the Police Cast.
