capeandcowlpoliceFrom time to time, NPC Crime Syndicates may be created to give the Copcast, "something to do," in the absence of PC villains. They may also be used to further plots, both with the PCs and the NPCs in the City.
Like all City NPC's you are free to mention them within the context of their posted bios, and assume minor altercations/communications. However, if you have a plot that you would like to use them for, we ask that you talk to members of the Copcast first.
